Sie erkannte ein neues Verhaltensmuster, welches in diesen Konflikten hervortritt und welches sie als neuen Typ von organisierter Gewalt beschreibt. Trotz aller Unterschiede zwischen den Konflikten, deren ethnischen, kulturellen und historischen Hintergründen, konstatiert Mary Kaldor eine grundlegende Veränderung der sozialen foundation, in den Konflikt behafteten Gesellschaften, welcher sie sich mit ihrer Theorie annähert.

Im Anschluss daran wird die substitute und zugleich komplementäre Strategie der Wahrheitskommissionen vorgestellt.
